Revert "Allow conditionally loading Qualcomm hardware decoders" This reverts commit 7b18673c5025da5c2d10c09aecca197336ba440c. The logic for toggling between SW and HW codec XML files seems to conflict at least with CTS, as it's hardcoding the media_codecs.xml filename. Switch back to the default behavior instead; no toggle.
