Don't use pad as FRP partition In the current implementation of recovery, the pad parition is required for sending commands and parameters from the system to recovery (see uncrypt). Therefore, pad cannot be used for FRP, and FRP needs to work without this partition. Issue: FP2P-364 Change-Id: I272de52c9e3d5653484b29c397079a080b07ad3d
