Revert "media: Use qcom hardware video decoders if opted in" This reverts commit 3ef4d1c2ec6ce4459b9709671e784e1b9991b5cc. The logic for toggling between SW and HW codec XML files seems to conflict at least with CTS, as it's hardcoding the media_codecs.xml filename. Switch back to the default behavior instead; no toggle.
