apn: Update SFR (France)
Update the configuration according to current SFR requirments and issue
reports:
* Remove MNCs 11 and 13, as they are not specified by SFR requirements
* Remove MNC 09, should be covered via 10
* Enable IPv6 protocol, use IPv4 for roaming only
Further clean up the configuration:
* Drop types 'supl' and 'fota', as they anyway use the 'default' APN.
Drop 'agps' because it's not a valid type. Drop 'authtype' that has
just the default value '0'.
* Drop 'ia' APN, because it is not specified by SFR.
* Update 'SFR option modem' case to be consistent with the specs
