overlay-operators: Show call barring item by default again In previous Android versions call_barring_visibility_bool was patched up in the framework to default to true. See commit platform/frameworks/base@a832cd4e01 on CodeAurora/CodeLinaro. Enable it by default in our overlay, instead of patching the framework again.
