apn: Update T-Mobile Austria and related MNVOs

MNC 07 networks changed a lot, mostly because providers are merged into
T-Mobile "Magenta". Therefore, update the MNVOs as well, to avoid
creating conflicting APNs.
* Take FP4 as baseline for T-Mobile (MNO)
* Take APN naming and extra 'ia' type from AOSP
* Drop "tele.ring" -- taken over by T-Mobile ("Magenta")
* Don't take "Goodspeed" from AOSP, seems to be dead.
* Don't take T-Mobile carrier_id from AOSP, seems to be conflicting with
specs.
* "0677" and "HoT" is "Hofer Telekom" -- AOSP seems to be aligned with
public specs from the MVNO.
