apn: Drop legacy and unsupported 'bearer'

It is a legacy attribute that Qualcomm kept maintaining for backwards
compatibility. We're not porting support for it to FP3 Android 13; no
partner networks are affected; validating transition to the new APN
attribute "network_type_bitmask" is out of scope. Instead, just drop the
legacy attribute.
