Switch to QTI Thermal HAL Thermal HAL 2.0 has support for a lot of additional features including temperature protection and others. Also, Thermal HAL 1.0 is not supported in FCM level 4. Issue: FP3-A13#171 Change-Id: I1f4fd1957a776934cf5a85e214caf01bd73de47c
