overlay: Downgrade the biometrics security to WEAK FP3 biometrics testing under new Android 12/13 protocols only grants "BIOMETRIC_WEAK" (class 2), not strong biometrics security level anymore. Issue: FP3-A13#39 Change-Id: Ibae8922419a95a8ef53b2e65da619452f5dd3ed7
