Remove OemHook registration. This is a deprecated HAL which hasn't been supported since fcm level 2. It's not in the manifest, and new runtime checks now require it to be in the manifest. Bug: 139274536 Test: TH Change-Id: Ibb5521d565c956f539cd6bfc3ba0c00a1ba934f0
