Disable libvirt dynamic file permission model This change allows us to fully abandon libvirt's dynamic file ownership and allow qemu to use every image file. Change-Id: I6e50ceef42c2fab7adffd4bc9c788ceadbdb4a78 (cherry picked from commit ad8da77c9575250ff2b9961a22ae6acad5da773c)
