Revert "Enable f2fs sparse images + qcow changes" This fixes the boot test on aosp_cf_x86_phone-userdebug. The new 0-9-12 cuttlefish stable host image doesn't have simg2img, which is still being used until aosp/1199900 makes it into the acloud prebuilt, and the acloud prebuilt makes it into the stable tradefed image. The relevant change is aosp/1199974 for fetch_cvd. This reverts commit f2f82616b4af3dca43498465629afda08c130964. This reverts commit 7e9840172c28559b357d2c113242fe8788906130.
