Bind netlink and allow netlink type spec. Exporting this as a separate change; it is recommended by netlink to bind, but i would prefer to have it as a separate commit in case we should not do that. Change-Id: Iefe36f23f990c55aa99e145637ccf0e43ee6c0f6
