Restart the VMM if it crashes It wasn't trivial to do this before because the libvirt start process returns immediately, leaving nothing to monitor, but libvirt is no longer a supported VMM. Bug: 114450331 Test: build & run locally Change-Id: I5b5d3f230cc46149729d75b08a2655d778ee7195
