Use the current directory as a last resort for the psuedo fetcher config As reported by jemoreira@, running launch_cvd inside git repositories in the android source tree creates this file and is a nuisance. When building for android, this now keeps it in ANDROID_HOST_OUT if defined, or HOME if defined, and finally in the current directory. Bug: 142904788 Test: Build an run, check ANDROID_HOST_OUT.
