Allow for cuttlefish to boot kernels with all modules builtin.
Cuttlefish (until this change) assumes that all kernels it boots are
compatible with the modules located in device/google/cuttlefish_kernel.
This is not the case for the 4.14 kernels which have no modules but which
cuttlefish must still support.
