Stop sharing system uid with cuttlefish service - Remove shared uid from the manifest. - Remove the permissions that cannot be granted to vendor apks. - Remove PackageVerifierManager that requires WRITE_SECURE_SETTINGS. - Convert cuttlefish service to a foreground service as vendor apks must not start in background. - Convert cuttlefish service to a privileged app so that selinux allows it to write to /dev/kmsg.
