qssi: Enable compressed snapshots with virtual A/B
Virtual A/B compression helps to reduce snapshot size on /data.
Enable compression by inheriting virtual_ab_ota/android_t_baseline.mk
Since snapuserd is moved to init_boot starting Android T which is
on the system side of treble boundary, QSSI needs to inherit VABc
makefile as well to enable this feature. Until vendor inherits the
same makefile and sets VABc properties, this feature won't be
enabled on vendor and hence shouldn't impact GRF chipsets.
