Adjust policy for hal_gnss_default Adding create permission on the exising rw permission for location_data_file:dir as reported via auditd. The process should be iable to create its own folders if they don't exist yet. Also add write permission for system_data_file. Issue: FP2P-232 Change-Id: I236254b45138948d9c27893acfd0ffe5b5cc6c61
