Use DEVICE_PACKAGE_OVERLAYS instead of PRODUCT_PACKAGE_OVERLAYS The product overlays take priority over device overlays. 'atv' is generic and it should yield. Bug: 15330435 Change-Id: I4147d3896a197ee147d7524525fe6c038a26ad54
