powerHAL: Adds functionality to enable/disable double-tap wake gesture. Adds support for set_feature() function to enable or disable the features. Double-tap wake gesture is the first feature that has been added which uses this framework. Bug: 16875464 Change-Id: I8a656cb22536f8092b615f1de2d45ddd6e11ed42
