System_server: Add support for accessing SMD Device Access This patch allows system server from accesing smd device. Without this patch applications were not able to access smd device resulting in failure for ANT related test cases. Also some system_server permissions wrt Bluetooth have been moved from bluetooth.te to system_server.te Change-Id: Id66e82702ee2a3b3a0599d3733c7bfea221041e4 CRs-Fixed: 763090
