Remove Rogers 3G-apn 4G APNs are usable by all devices/SIMs, including those only capable of 3G. If an OEM is selling a new 3G-only device to Rogers, it can use a custom APN file to accommodate Rogers Bug: 10293040 Change-Id: Ic17f5a715110db6134313969e1c32682d0d65e4a
