Manta: NFC: Increase power-on delay to 300ms. We've seen issues with NFCC firmware download when only giving the controller 50ms after power-on - usually the firmware download would hang after the signature frame. Most likely some parts of the chip are not fully up yet. Increase to 300ms to fix. Bug: 8700281 Change-Id: I0f1dfd25cf33aa1481ca39d28e431285d97e390f
