msm: Remove the delay after loading adsp through PIL.
The delay was initially added to allow for adsp services
to be initialised after loading the adsp. This delay is no
more required as slimbus qmi waits for the adsp services to be
up before vote for clocks. This delay removal will also avoid
race condition with slimbus deferred mode and apr probe.
