arm/dt: msm8974: Add sleep status device
The sleep status device polls a hardware register for status of power
collapse on a offlined core. Some devices rely on the core to be power
collapsed before turning off the resources used by the respective cores.
Without a polling mechanism, a race condition could result in the
resource being turned off before it is power collapsed.
