arm/dt: 8226: Add Bus voting from USB On recent platform it is required to vote for PNOC bus scaling from peripheral. If bus clock gating is enabled and with absent of bus voting from peripheral or not having bus clock at required frequency, peripheral may not work as expected. Hence add PNOC Bus voting from USB.
