[SPARC]: Mark SBUS framebuffer ioctls as IGNORE in compat_ioctl.c

They are handled in a ->compat_ioctl() handler, so it's just noise
when compat_ioctl.c warns which occurs when they are used on non-SBUS
framebuffer devices.
