msm: clock: Add support for MSM Copper GCC and MMSS clocks. Introduce a driver that contains the data used by the clock-local2 and clock-pll drivers to control the MSM Copper clocks, including the MMSS, GCC clocks. This driver also contains initial support for LPASS clocks. The LPASS clock data may change in the near future when the hardware documentation is updated.
