USB: OTG: MSM: Enable VDD CX regulator voltage setting for all configs Enable VDD CX regulator voltage setting even for kernel configs without PM_SLEEP enabled. This is required so that USB functions without power management. Previously disabling power management also incorrectly disables USB.
