arm/dt: 8974: Add ocmem support for 8974 in device tree ocmem is not present on all targets. By adding ocmem present information in device tree, calls to ocmem can only be made for targets supporting ocmem (msm8974 v1 and v2). For targets with no ocmem support no ocmem calls are made.
