ptrace: don't take tasklist to get/set ->last_siginfo

Change ptrace_getsiginfo/ptrace_setsiginfo to use lock_task_sighand()
without tasklist_lock.  Perhaps it makes sense to make a single helper
with "bool rw" argument.
