libc: enable IPTOS_MINCOST, fixup gethostbyaddr() proto.
Make netinet/ip.h have IPTOS_MINCOST which matches what
kernel/common/linux/ip.h has to say.
Fixup gethostbyaddr() 1st arg to match what man has to say.
