Removed dlsym handle != NULL check for lp64

 * Removed unnecessary NULL check in dlsym
 * Fixed dlsym_failure test to account for
   correct RTLD_DEFAULT value
 * Added temporary check for legacy RTLD_DEFAULT
   value for non-yet-recompiled binaries
