Revert "Add the default local_time hal implementation to builds." Remove duplicate local_time.default. This reverts commit a09c24db71ec4babd0e4db36ffdd180b2fcc6f7a. Change-Id: Ic96d42235c14588d454e92a57b3bb9e74688fd99
