FP2-033: Make OTA packages rollback-compatible By default, OTA packages generated from a build do not allow themselves to be installed if their version is older than the installed one. This adds a flag to ignore that validation, effectively allowing rollbacks. Change-Id: I3f0f24fc0f7375f92122b10caa18909afeb0ce90
