Fix aidl post clean bug. We really should check MODULES_WITH_AIDL_FILES against ALL_MODULES, instead of modules_with_aidl_files, because a module could have just remove any aidl files so it won't appear in modules_with_aidl_files. Change-Id: Iab92be1ed5f0556b7236be41d90d8471c7193928
