AI 147044: Single App Performance tests. Since only a single app can be instrumented at a time, these tests needed to be broken up into little parts. The MAX_STARTUP_TIME for these tests is determined as the MAX startup time seen over 100 trials, plus 10% (to give some cushion). Automated import of CL 147044
