Fix CTS test broken due to default value of closeOnTouchOutside. (DO NOT MERGE) The default value of closeOnTouchOutside depends on the size of the screen using the resource system. The testTouchEvents test assumes it defaults to true but it might not. Bug: 5195897 Change-Id: I68b8aa1a775acea46831e36a4eff355679bcdfd2
