AI 148645: CTS: Change startcts script to use adb and ddmlib from the SDK Prior to this change, a fully built android source tree was required to run CTS. Now we use an SDK 1.5 installation instead. This change also separates the 'startcts' script from the 'cts' script. The latter is used for running CTS from a full source tree and contains undesired magic that tries to find adb and ddmlib in common places. BUG=1838912,1839041 Automated import of CL 148645
