Modify Include/Exclude tests in builCts.py to be explicit. This avoids a problem where a CTS test package name is not the same as the java pacakge and therefore cannot be included or excluded. bug: 19899548 Change-Id: I9a891049794f360e4b059f73edafc92046d72112
