Cleanup CTS provider permission tests. Remove tests for providers that are not part of the public API (Calendar, Sync, etc), and add tests for the public providers not covered. Change implementation of the tests to use the new AndroidTestCase helper methods. Split noReadWritePermissionTest into ProviderPermissionTest and NoSdCardWritePermissionTest.
