Add CTSVerifier tests for checking permission grant states. - Tests are added to check if permission is locked down in settings depending on the state set by the device or profile owner. - Moving CtsPermissionApp from cts/hostsidetests/devicepolicy/app to cts/apps and using that for setting permission grant states.
