AI 145504: Automated g4 rollback of changelist 145395. *** Reason for rollback *** turns out that the static library gets deployed on the device which is undesireable. (and makes kila too big) *** Original change description *** Create a CtsReferenceApp library so all CtsReferenceApp tests can have a common helpful baseclass. Automated import of CL 145504
