Some SELinux specific CTS tests. Develop some plumbing to allow us to directly test the SELinux policy on the device. This allows us to query the SELinux policy, and determine if certain operations are allowed. Include some toy tests. Change-Id: I1d7fbd7c9c640a3da789c80a2b4b6f0a141b9414
