Cherry-pick from AOSP. According to CDD, the usb accessory feature is not mandatory. Bug: 9352163 CTS verifier should suppose usb accessory is optional to avoid FAIL on device which doesn't support USB host. Change-Id: I2e61024071277f5aaa2fa8abd55a8a2b56e9d4d6
