AI 147876: CTS: Fix signature test timeout handling and add timeout value to config Refactored HostConfig support for integer values to use an enum. Added configuration values for signature check and package installation. Properly handled timeouts in signature check. Timeouts were previously reported as failures. Cleaned up exception classes to get rid of build warnings. Automated import of CL 147876
