Adding RemoteConnection API Cts tests. Creating a secondary Connection Service to test remote connection API's. The primary connection service will invoke the secondary connection service for all operations. The primary connection will also hold a refence to the remote connection corresponding to it and will forward any actions to it. BUG: 20303674 Change-Id: Ib6bacd3819a6a35fd898914cc6cb213c7c5a3480
