increase wait timeout and reduce dequeue buffer time-out - in some devices, decoder is so slow that it is not giving output withint given time. - increase time-out for now. - This latency will be addressed in later release bug: 18094786 bug: 18084984 Change-Id: I54ed512024485d938465cb0cff76c00b9e345add
