Add WebGL Device Tests. This adds a very minimal WebGL conformance harness, which allows us to run WebGL tests in WebView. In order to report results for each test, the test methods are generated from the WebGL conformance test cases using python. Bug: 14639928 Change-Id: I4b8c25e771bdfdd60eb5918b73d4ab9032544789
